Tipperary Roads Policing unit is appealing to drivers to put away their phones when driving.
Garda seized a vehicle after establishing that the driver had no insurance or driving licence.
Garda observed the driver using the phone and say that despite displaying blue flashing lights in an effort to get the driver to pull over the driver was too distracted scrolling on their phone.
The driver is now facing a future court date.
