Garda in the Tipperary Roads Policing Unit arrested a driver in Nenagh yesterday initially for travelling at a speed of 81km per hour in a 50km zone.
Garda later established that the driver was an unaccompanied learner permit holder.
The driver subsequently failed a roadside drugs test for cocaine and cannabis using the DrugWipe test device.
Garda have also impounded the vehicle and the driver now faces a court date for the traffic offences.
