Tipperary Sinn Féin TD Martin Browne is welcoming the final taking in charge of Rocksprings Estate in Kilross. Deputy Browne says it has been a long, hard road for the developer of the 5 house estate to get it taken in charge by Tipperary County Council. The TD, who played a role in resolving the issue as Chair of the Oireachtas Petitions Committee, says the rights of the home owners have finally been vindicated as this commitment was given to the developer, Terence Coskeran, when planning for the estate was being progressed with the Council. A subsequent Memorandum of Understanding between Uisce Eireann and the Department of Housing and Local Government saw the commitment to take the estate in charge delayed due to no fault of the developer.
The Oireachtas Petitions Committee engaged extensively with Mr Coskeran who lives on the estate, and also with Uisce Eireann, Tipperary County Council and the Department of Housing to resolve the impasse since the application for the estate to be Taken in Charge was submitted in 2016. The solution was to install piping to link the estate to a neighbouring estate’s waste water system.
Deputy Browne is highlighting that there are many other estates across the county, and indeed across the country, who continue to find themselves “in a state of limbo through no fault of their own, but which instead are due to the consequence of the transfer of responsibility for water infrastructure from Local Authorities to Uisce Eireann.”
