Community input is being sought in the development of Local Area plans for Thurles, Nenagh, Clonmel and Roscrea.
The plans are being put in place following the adoption of a new county Development Plan for county Tipperary in August this year – planning officials say the LAPs are vital to allow community members to have an input into the future development of their town and to support applications for funding made by Tipperary county council to government schemes.
Plans for Tipperary Town, Carrick on Suir, Cashel and Templemore will be developed next year. Cahir has already updated it’s LAP.
The towns are expected to have population growth as follows between now and 2031:
Town | 2016 population | Anticipated growth | 2031 population |
Thurles | 7,940 | 2,382 | 10,322 |
Nenagh | 8,968 | 2,690 | 11,658 |
Clonmel | 17,140 | 5,142 | 22,282 |
Roscrea | 5,446 | 1,089 | 6,535 |

The timeline for the completion of the work varies. It is expected that the Draft Roscrea LAP 2024 – 2030 will be ready in February. The LAPs for Thurles, Clonmel and Nenagh will not be ready until July 2023 as work is also underway in each town to develop a revised Record of Protected Structures and a Local Transport Plan.
The Draft plans will go out on Public consultation for a period of six weeks and will then be presented to the councillors via a Chief Executive’s report. If the report recommends a significant change to the plan it will go out again for public consultation. Tipperary County council are encouraging everyone, especially young people to express their priorities for their town before the December 5th deadline.
